(No. B/21) Mr C. Baboolall (First Member for Montagne Blanche & GRSE) asked the Minister of Local Government whether, in regard to flooding in Constituency No. 10, Montagne Blanche and Grand River South East, he will state if a survey has been carried out to identify the flood prone areas to avoid recurrent flooding in the different regions thereof.
Madam Speaker, I am informed by the Land Drainage Authority (LDA) that it has identified 14 sites as flood-prone areas in Constituency No. 10, and they are as follows –
43 • Near Bel Air SSS area; • Tagore Road, Ernest Florent; • Morcellement Verger, Bel Air; • Pont Lardier, Bel Air; • Bramsthan and Dowtal area; • Near Chapelle area, Clemencia; • Avenue des Echassiers; • Avenue Merle, Camp de Masques; • Melrose, Cooperative Road ; • Hamza Road, Melrose ; • Sans Souci, Montagne Blanche ; • Tourterelle Road, Montagne Blanche ; • Avenue Perruche, Montagne Blanche, and • Junction Petit Paquet Road. Madam Speaker, it is to be highlighted that the flood-prone areas are dynamic as a result of climate change and land cover changes. I am further informed that the LDA carries out regular surveys and consultations with relevant stakeholders to update the flood-prone areas in Mauritius. In order to mitigate the risk of flooding, several drain projects are being implemented under the National Flood Management Programmes. In this context, I am informed that various drain projects have been completed so far, and there are presently four projects which are ongoing, namely – • Morcellement Bel Etang, Camp de Masque; • Drain works at Sans Souci Road, Montagne Blanche;
44 • Drain works at Shivala Road, Petit Paquet, Montagne Blanche, near Louis Sylvio House, and • Upgrading of bridge Camp Sonar, Camp de Masque Pavé. On the other hand, the District Council of Flacq is undertaking cleaning and desilting of rivers of the following sites – • Bel Air Rivière Sèche; • Clemencia; • Camp de Masque; • Camp de Masque Pavé; • Ecroignard; • Trou D’eau Douce; • Medine, and • Deep River. Madam Speaker, since I joined office, I have already had meetings with various local authorities, including the District Council of Flacq, in order to take cognisance of their flooding problems, with a view to finding sustainable solutions. I wish to add that a meeting was also held at the Municipal Council of Port Louis on Thursday, 05 December, under the chairmanship of hon. Govindranath Gunness, Minister of National Infrastructure, in order to discuss necessary actions being taken and to be taken for the cleaning of drains and rivers across the country in the wake of the rainy season. Hence, all necessary actions are being taken to prevent flooding during heavy rainfall in flood-prone areas. I am tabling a list of the projects completed in Constituency No. 10.
