(No. B/101) Dr. Ms Thannoo (Second Member for Quartier Militaire & Moka) asked the Minister of Education and Human Resource whether, in regard to Private grant- aided Secondary Schools, he will state – (a) the number of Managers thereat granted registration despite not meeting the eligibility criteria, indicating if his Ministry proposes to inquire into the matter and, if so, the actions being envisaged in cases of malpractices, and (b) if the post of Assistant Manager has been formally established and approved thereat and, if so, since when and if the post will be maintained.

Madam Speaker, I would like to thank the Second Member for Quartier Militaire and Moka for this question. I wish to inform the House that the registration of managers for these schools is governed by sections 11A, 12 and 13 of the Education Act, as amended by Act No. 12 of

70 2023. These provisions establish the eligibility criteria and registration requirements for managers, including conditions under which registration may be refused. In line with these regulations, all managers should apply for registration and renewal annually. Circular letter No. 41 of 2023 was issued by the Private Secondary Education Authority to inform managers of these requirements and that applications were to be submitted by 30 November 2023. As at date, the registration status is as follows for the 108 schools Private grant-aided secondary schools – 1. Managers have been registered for 91 schools; 2. Applications for registration of manager for 13 schools are in process, and 3. No application for registration of manager for 4 schools. On 16 December 2024, after changement, the Authority sought the approval of my ministry for the registration of the few Managers in respect of whose applications pertain to – 1. Those age 70 and above; 2. The schools for which no applications for registration of Manager had been received, and 3. A secondary school (boys/girls) in the Eastern region; I am not naming it. I am informed that the ‘no objection’ of my Ministry has been conveyed thereto. As regards part (b) of the question, I wish to inform the House that the post of Assistant Manager does not exist under the Education Act and the Private Secondary Education Act, and schools are under the responsibility of a manager.
