(No. B/82) Mr A. Duval (Fourth Member for Port Louis North & Montagne Longue) asked the Prime Minister, Minister of Defence, Home Affairs and External Communications, Minister of Finance, Minister for Rodrigues and Outer Islands whether, in regard to phone tapping, he will, for the benefit of the House, obtain information as to whether the equipment previously installed therefor enabled the interception and recording of voice conversations on WhatsApp, Signal, Wickr and Telegram and, if so, indicate the name of the equipment and software used as well as the date of entry into service thereof.

Reply: With regard to the replies to PQs B/6 and B/15 of Tuesday 04 February 2025 whereby I informed the House that the previous government had put in place a Machiavellian system of mass surveillance by monitoring and intercepting calls as well as internet traffic. As I had already stated, no one was spared. The system put in place was a highly sophisticated mass monitoring tool for state surveillance. What does this mean? This means that every landline calls as well as mobile conversations using WhatsApp, Signal, Wickr and Telegram, you just name it, was monitored by the MSM government. As I had highlighted, every piece of digital data communicated by the citizens of Mauritius including members of the defunct L’Alliance Lepep was being diverted to those government systems for storage and subsequent exploitation by the rogue Government and in particular the then Prime Minister, who was also the hon. Member’s leader.

158 I also stated in this House that the equipment procured and installed by different companies were being maintained and millions of dollars were spent at the expense of taxpayers’ money. The hon. Member is asking for the name of the equipment and software used and their date of entry of service. I wish to now reveal to the population of yet another shocking piece of information which no one knows except me, the Deputy Prime Minister, and the Commissioner of Police. All files and documents related to that equipment have disappeared and cannot be retraced. The matter has been reported to the Police, who have already initiated an investigation in this high-profile case. Fortunately, the experts who were called to carry out a thorough investigation on the system put in place have been able to catalogue, shutdown and disconnect all these equipment.
