(No. B/570) Mr K. Rookny (Third Member for Pamplemousses & Triolet) asked the Minister of Financial Services and Economic Planning whether, in regard to the current Manager - Group Pensions (Technical) of the State Insurance Company of Mauritius Ltd., she will, for the benefit of the House, obtain information as to the – (a) academic and professional qualifications thereof, indicating the number of promotions and responsibility allowances granted thereto over the period 2014 to 2024, and (b) recruitment process followed for the recruitment thereof, including the advertisement date for the position and requirements thereof.

Mr Deputy Speaker, Sir, I am informed by the State Insurance Company Ltd., with regard to part (a) of the question, that the incumbent holds a School Certificate, a Higher School Certificate and is a Fellow Member of the Institute and Faculty of Actuaries of the UK. I am also informed by the SICOM that the officer was a Senior Actuarial Analyst since March 2008. In February 2018, the officer was promoted as Deputy Manager of Risk Department. In February 2020, the incumbent was laterally transferred to the Group Pensions Department. Then, in March 2021, with the impending retirement of the Senior Executive Officer Group Pensions, the Group Pensions Department was restructured and the incumbent

72 was called upon to shoulder additional responsibilities. The incumbent was granted a monthly responsibility allowance with the normal conditions of service. I am also informed by the SICOM that following the retirement of the Senior Executive Officer Group Pensions in August 2021, the officer was appointed to the position of Manager Group Pensions on 21 September 2021. In regard to part (b) of the question, I am informed that in light of the foregoing, the post Manager Group Pensions Technical was not advertised internally or externally. Mr Deputy Speaker, Sir, as mentioned earlier, I was informed that a restructuring had been undertaken in the department but given that there seems to be more questions than answers, I am going to ask the board to undertake an independent investigation regarding this restructuring on the promotion of this officer. Thank you.

Mr Deputy Speaker, Sir, I would like to ask the hon. Minister if it is a normal practice in the Financial Services regulated company and the more so, in a state- owned company, if it is a normal practice for promotions to be given without advertisement, internally or externally?

Mr Deputy Speaker, Sir, in normal circumstances, there should have been a process. As I said, I’ve got more questions than answers and so, I will ask the board to undertake an independent review and investigation of the matter.
