Reply: Let me inform the House that the Certificate of Character Bill 2026 has not yet obtained the assent of the President and is therefore not yet in force. The question as to transitional arrangements does not arise at this stage. Be that as it may, Clause 13(1) of the Bill provides that ‘any certificate of character issued under the repealed enactment and which is valid on the commencement of this Act shall be deemed to have been issued under this Act’ and at Clause 13(2) of the Bill, it is provided that ‘any application for a certificate of character made under the repealed enactment (Certificate of Character Act...) and which is pending on the commencement of this Act shall be dealt in accordance with this Act’.
