Jhummun (Second Member for Rivière des Anguilles & Souillac) asked the Prime Minister, Minister of Defence, Home Affairs and External Communications, Minister of Finance, Minister for Rodrigues and Outer Islands whether, in regard to the inquiry initiated into the suitcases containing Rs114 million seized at Terre Rouge in February 2025, he will, for the benefit of the House, obtain from the Financial Crimes Commission, information as to where matters stand.
Madam Speaker, I am informed by the Financial Crimes Commission that on 14 February 2025, Police Officers effected a search at the house of Mr Chandradeo Oomah situated at Copain Lane, Terre Rouge and secured a suitcase containing the following – (i) Rs5.5 million comprising 3.3 million in Mauritian Rupees and 2.2 million in Foreign Currencies, that is, the total is roughly Rs5.5 million; (ii) 7 lady wrist watches, and (iii) documents in the name of the former Prime Minister, Mr Pravind Jugnauth and his wife. During the enquiry, two other suitcases and one bag which contained a total sum of approximately Rs109 million in local and foreign currencies were secured from the house and the office of one Mr Josian Laval Deelawon. Madam Speaker, during both searches, Police secured a total sum of around Rs114 million, 7 lady wrist watches and documents, as I said, in the names of the former Prime Minister and his wife. On 15 February 2025, Mr Chandradeo Oomah, Mr Josian Laval Deelawon, Mrs Devianee Nuckchady-Ramchurn and Mr Pravind Kumar Jugnauth were arrested for money laundering offences in breach of the Financial Crimes Commission Act. Mr Chandradeo Oomah and Mr Josian Laval Deelawon appeared before the Court on 16 February 2025 and were remanded to Police cell. On 17 February 2025, they appeared before the District Court of Pamplemousses, where a provisional charge was lodged against them. They were released on bail on 20 February 2025 after having furnished two sureties of Rs300,000 each by way of bank cheque and entered into recognizance of debt amounting to Rs5,000,000 each. Mrs Devianee Nuckchady-Ramchurn appeared before the Court on 16 February 2025 and was remanded to Police cell. On 17 February 2025, she appeared before the District Court of Pamplemousses, where a provisional charge was lodged against her. On 18 February 2025, she was released on bail after having furnished two sureties of Rs200,000 by way of bank cheque and entered into recognizance of debt amounting to Rs5,000,000. Madam Speaker, Mr Pravind Kumar Jugnauth was also arrested on 15 February 2025 and he appeared before the Court on 16 February 2025, but was released on bail on the same day. On 17 February 2025, he appeared before the District Court of Pamplemousses, where a provisional charge was lodged against him. He furnished two sureties of Rs750,000 by way of bank cheque and entered into recognizance of debt amounting to Rs5,000,000. I am informed, Madam Speaker, by the Financial Crimes Commission that due to the sensitivity of the case, further information on the ongoing investigation cannot be communicated.

Can the hon. Prime Minister inform the House whether the FCC is enough equipped and has the required technical expertise and manpower to carry such cases as there is a long list of cases pending at the level of the FCC?
That is actually the case. I accept what the hon. Member is saying that we need experts to deal with all those things. They are not trained enough for that. That is why we have people, former Scotland Yard officers who are actually helping them, assisting them in the inquiry.
