Anquetil (Second Member for Belle Rose & Quatre Bornes) asked the Prime Minister, Minister of Defence, Home Affairs and External Communications, Minister of Finance, Minister for Rodrigues and Outer Islands whether, in regard to the security of road users in underpasses, he will, for the benefit of the House, obtain from the Commissioner of Police, information as to whether – (a) consideration will be given for the installation of CCTV surveillance cameras at the Trianon underpass, and (b) any risk assessment thereof islandwide has been conducted and, if so, indicate the recommendations made in relation thereto.
Madam Speaker, in regard to part (a) of the question, I am informed by the Commissioner of Police that on 15 March 2023, a request was received from the then Ministry of National Infrastructure and Community Development for the provision of surveillance cameras in the underpasses which fall under the purview of the Road Development Authority, including Trianon Underpass which is included in that. Since the images captured in the cameras would require constant surveillance, a request was also made for the cameras to be integrated to the Safe City Network and for monitoring by Police. I am further informed that the Intelligent Video Surveillance System Cameras under the Safe City Project have already been installed over strategic locations island-wide, and the project has been completed in this respect. And given that the current Safe City Cameras are not designed to operate in underpasses and footbridges, Mauritius Telecom, which is the service provider for the Safe City Surveillance network, is in the process of working on the new technical specifications. Since the existing Safe City Network is a closed system, any extension thereof to cover the underpasses and footbridges would have to be undertaken as a new project with technical specifications for the surveillance cameras. Meetings have accordingly been held between the Police Department, the Road Development Authority, the Central Electricity Board and Mauritius Telecom to work out the technical specifications and cost estimate for its implications. Madam Speaker, in regard to part (b) of the question, I am informed that there are seven underpasses across Mauritius. The two underpasses at Caudan are covered by private CCTV cameras. Police undertake regular patrols in the vicinity of the remaining underpasses, which are covered by nearby Safe City Surveillance cameras, where available.

It is certainly the case, Madam Speaker. That is why we are working on the technical aspect of the project, because we want to put safety cameras there. But also increase patrols in those areas, especially for the case that you just mentioned.
