(No. B/1056) Mr M. Seeburn (Second Member for Vieux Grand Port & Rose Belle) asked the Minister of Housing and Lands whether, in regard to the social housing needs of the inhabitants of Constituency No. 11, Vieux Grand Port and Rose Belle, he will state – (a) the measures taken and/or being envisaged to meet same following delays in the completion of the Ballison Rose Belle Social Housing Project, and (b) whether consideration will be given for the allocation of existing social housing units, already completed in neighbouring localities, to eligible beneficiaries of the said Constituency.
Mr Deputy Speaker, Sir, I am informed by the NSLD that in regard to Constituency No. 11, 400 units are being constructed on two plots of land at Ballison, Rose Belle. According to the contract awarded to Kuros Construction Solutions Ltd back in 2023, the initial completion dates in respect of the two sites were September and November 2024. It is open for everyone to have seen that the projects are clearly far from completion, even though the completion dates should have been September and November 2024. Following persistent non-performance of the contractor and breach of his contractual obligations, the NSLD in December 2025, following legal advice, terminated the contract of Kuros Construction Solutions Ltd. In regard to part (a), I am further informed that the NSLD has completed the tedious, very tedious exercise of assessing the value of works completed at termination of contract and will very shortly launch a tender exercise to identify contractors willing to complete the outstanding works. As regards part (b ) of the question, Mr Deputy Speaker, Sir, I am also informed that applicants of Constituency No. 11, and I am sure that the elected Members of that Constituency will be happy to hear that those who are considered as hardship cases, particularly those with urgent housing needs, will, in the meantime, be considered for housing units on a temporary basis in constituencies No. 12 and No.13 and I am sure that the elected Members there will certainly not mind. Mr Deputy Speaker, Sir, would the hon. Minister confirm that the housing units which have been completed at Mare d’Albert and Grand Bel Air would be allocated to residents/applicants of Constituency No.11?
As I have said, I mean, only in emergency hardship cases, will they be considered in Constituency No. 12 and 13 on a temporary basis. Because we are quite confident that the new project – I call it new because basically they have left it in a mess and we have to relaunch tender, which will be done incessamment. So, once that is done, someone is chosen, then they complete it. So, obviously, the 400 that is reserved for No.11 will go to No.11.
