The Prime Minister

Madam Speaker, as announced in the Government Programme of 2025-2029, the Government is determined to revitalise democratic principles, reinforce sound governance, and pursue constitutional reforms designed to enhance public confidence in the autonomy of state institutions. In this line, the Constitutional Review Commission Bill has been introduced in the National Assembly – we are going to debate it today – with its main object to establish a Constitutional Review Commission, responsible to examine and make recommendations on Constitutional Reforms, such as the protection of fundamental rights and the consolidation of democracy and institutions. The Bill, Madam Speaker, also provides, inter alia, for the different powers and functions of the Commission which covers strengthening of the protection of fundamental rights, enhancing privacy safeguards, introducing principles such as freedom of information, improving institutional governance through the creation of a Senior Officials' Appointment Committee which will make recommendations to the Government on the appointment of heads of major public institutions. Furthermore, the Constitutional Review Commission will look into our proposal to set up an Electoral College for the election of the President of the Republic. There is no proposition to set up an Electoral College for the election of the hon. Speaker of the House.
